General Summary:

The Cultural Resources Project Manager directs cultural resource field crews and implements all aspects of tribal cultural survey and monitoring activities. The Cultural Resources Project Manager will author proposal scopes and budgets and oversee tribal survey and monitoring. The Project Manager is appropriately qualified as evidenced by training, education, experience, and possesses demonstrable competence in tribal cultural resource management investigative techniques as well as archaeological theory and methods, and in collecting, handling, analyzing, evaluating, and reporting archaeological data and other cultural components.

Position Responsibilies:

  • Assist in the continuing development of Fond du Lac’s Cultural Resources Program.
  • Develop proposal scopes and budgets.
  • Overall project implementation to include budgeting, staffing, fieldwork, research, report writing, and quality assurance.
  • Direct, coordinate, and supervise field crew personnel in the field and office.
  • Develop tribal cultural survey investigative methodology and ensure the methodology is followed when executing all aspects of tribal cultural survey and monitoring (GNSS/GPS, shovel test pits, excavation units, soil cores, site mapping, feature recordation, artifact analysis, and other techniques).
  • Apply appropriate investigative methods in the field and in collecting, handling, analyzing, and reporting artifacts and other cultural components.
  • Coordination of necessary research, literature reviews and State Historic Preservation Office and Office of State Archaeologist reviews.
  • Enforce safety standards for field crews and ensure field crews preparedness.
  • Oversee the management and maintenance of field equipment.
  • As needed, work closely with Principal Investigators regarding cultural resources tasks and technical reporting to ensure every aspect of the work meets current regulatory compliance requirements and professional technical and ethical standards.
  • Adheres to safety protocols.
  • Displays a responsive and professional manner in promptly responding to all requests, complaints, and problems.
  • Recognizes that each employee is a representative of the Fond du Lac Band of Lake Superior Chippewa and is responsible for demonstrating courtesy, respect, and sensitivity to the needs of all others, including visitors and co-workers.
  • Represents the Fond du Lac Band of Lake Superior Chippewa and the department in a positive and professional manner in the community.
  • Required to maintain proper attendance including reporting to work on time in accordance with applicable policies.
  • Maintains a clean and organized work area.
  • Due to changes and modifications in the job from time to time, employees are required to be flexible and assume other responsibilities assigned by management as deemed necessary.

Physical Requirements:

  • Subject to outside environmental conditions, including work in adverse and unexpected weather conditions and insects.
  • Must be able to withstand long periods of walking and standing.
  • Walking, standing, bending, stooping, climbing, pushing, pulling are required.

Position Qualifications:

  • Class D Driver’s License required.
  • Bachelor’s degree in archaeology, anthropology, cultural resource management or closely related field from an accredited institution, and/or 3 years’ experience successfully conducting tribal investigations as a field crew supervisor, or a combination or education and experience is required.
  • Strong leadership and supervision abilities including problem solving and constructive conflict resolution is preferred.
  • Understanding of Indigenous Traditional Ecological Knowledge, Indigenous Traditional Cultural Properties, cultural corridors, cultural landscapes and other places of religious and cultural significance to tribal groups.
  • Knowledge of Ojibwe treaty rights and the incorporation of Ojibwe perspective into cultural resource programmatic activities or projects.
  • Knowledge of site eligibility requirements for listings in the National Register of Historic Places, the Minnesota National Register of Historical Resources, and/or local registers as appropriate.
  • Knowledge of federal and state cultural resource laws and regulations pertaining to antiquities on public, private, and tribal lands.
  • Familiarity in working with outside agencies/industries in the management of cultural resources within Fond du Lac Territories and beyond.
  • May represent the Fond du Lac Band on various committees or as a representative in interagency policy and planning committees that deal with cultural resources or tribal hunting, fishing, gathering issues.
  • Demonstrated experience interacting and collaborating with tribal elders, clients, property owners, agency officials, and the public.
  • Experience with soils and stratigraphic identification, human/faunal skeletal identification, photography, GNSS/GIS mapping is required.
  • Experience working with ArcGIS software is preferred.
  • Experience to identify the need to defer to subject matter to other experts, as appropriate, for specialized analyses and or identification efforts (i.e., human and non-human bone identification, historic-period artifact identification).
  • Basic computer skills required including proficiency using Microsoft Office.
  • Ability to communicate effectively orally and in writing is required.
  • Ability to work independently and establish priorities is required.
  • Attention to detail and accuracy is required.
  • Ability to establish professional and harmonious working relationships on all projects and with all parties involved.
